US Prioritizes Pax Silica Initiative in the Philippines for AI Development
The United States has identified the Pax Silica initiative as a key project in the Philippines, aiming to establish an AI hub that could generate thousands of jobs.

The United States has designated its Pax Silica-related initiatives in the Philippines as a top priority, according to Finance Secretary Frederick Go. Following a meeting with US Ambassador to the Philippines Lee Lipton, Go reported that the US is eager to expedite developments related to the project, which aims to establish a substantial artificial intelligence (AI) hub in New Clark City, Tarlac.
Go highlighted the potential of the Pax Silica initiative to generate hundreds and thousands of jobs for Filipinos, noting that it could be a generational investment. The Philippines became a signatory to the Pax Silica initiative in April, joining a coalition of countries including Australia, India, Japan, and several others, all focused on securing supply chains for advanced technologies such as semiconductors and AI.
“If we’re going to do this, we might as well do it as fast as possible so that we can provide jobs and be a significant player in the technology of the future.”Frederick Go, Finance Secretary
Go stated that if they are going to do this, they should do it as fast as possible to provide jobs and be a significant player in the technology of the future. The planned 1,618-hectare AI-native hub is expected to attract significant investments, positioning the Philippines as a competitive player in the global technology landscape.
“This is really a great start because once you have the ecosystem, one thing leads to another.”Frederick Go, Finance Secretary
As part of the initiative, the Philippines is working towards signing a framework agreement under Pax Silica by the end of the year. Go emphasized the importance of building an ecosystem for AI development, noting that to be a player in the AI industry in the future, they need to start somewhere. He added that this is a great start because once you have the ecosystem, one thing leads to another. The project is seen as a crucial step in countering China's growing influence in the technology sector.
Analysts suggest that the successful implementation of the Pax Silica initiative could enhance the Philippines' standing in the global market for technology and innovation. The collaboration between Manila and Washington is anticipated to foster a robust environment for AI and semiconductor manufacturing, aligning with the broader goals of the US-led coalition.
