Penang Attracts RM17.3 Billion in Manufacturing Investments
The Malaysian state of Penang secures significant investments, bolstering its role in the manufacturing sector and digital economy.

PENANG has secured RM17.3 billion (approximately USD 3.8 billion) in approved manufacturing investments for the first half of this year, representing a significant 34% of Malaysia's total manufacturing investments during this period, according to data from the Malaysian Investment Development Authority (MIDA).
Chief Minister Chow Kon Yeow highlighted that this achievement reflects Penang's consistent ranking among the top contributors to the national economy over the years. The latest figures show a 38% increase compared to the same period last year, indicating a robust growth trajectory for the state.
Of the total investments, RM12.8 billion (USD 2.8 billion), or 74%, came from foreign direct investment (FDI), making Penang the leading state for manufacturing FDI in Malaysia, accounting for 39% of the national total. Major contributors to this investment include Hong Kong, Singapore, China, and the United States, which collectively provided 77% of the approved manufacturing FDI.
“The ecosystem and supply chain is so big, and with this statistic, I hope we will encourage local companies and other small and medium enterprises (SMEs) to seize the opportunities and leverage on the new investments.”Chow Kon Yeow, Chief Minister of Penang
On the domestic front, Penang recorded RM4.5 billion (USD 950 million) in approved domestic direct investment (DDI), marking a remarkable 125% increase year-on-year. Chow noted that the current investments are the result of efforts from the previous years, including both new investments and the expansion of existing companies.
The investments are primarily concentrated in Penang's Electrical and Electronics (E&E) and Machinery and Equipment (M&E) sectors, which together account for 88% of the total approved manufacturing investments. The approved projects, totaling 177, are expected to create approximately 19,337 new job opportunities in the state.
“We have a few more projects and are optimistic of surpassing last year’s RM22.4 billion.”Datuk Seri Loo Lee Lian, CEO of InvestPenang
Chow emphasized the need for reinvestments in public infrastructure to support this growth, citing the proposed Mutiara Light Rail Transit (LRT), the Silicon Island reclamation project, and three elevated highways aimed at alleviating traffic congestion. He stated that the ecosystem and supply chain is so big, and with this statistic, he hopes to encourage local companies and other small and medium enterprises (SMEs) to seize the opportunities and leverage the new investments.
Looking ahead, the Chief Minister expressed optimism regarding the continued growth of artificial intelligence (AI) in Penang, stating that it will generate further investment opportunities for the region. Datuk Seri Loo Lee Lian, CEO of InvestPenang, shared this sentiment, mentioning that the state remains confident of exceeding last year's total approved manufacturing investments of RM22.4 billion (USD 4.75 billion).
As Penang continues to strengthen its position in the manufacturing sector, the focus on AI and digital advancements is expected to play a crucial role in shaping the future of the state's economy.
