Vietnam Seeks to Establish Quantum Computing Hub with Pasqal Partnership
French company Pasqal proposes collaboration with Vietnam’s FPT to enhance quantum technology capabilities.

Vietnam is taking steps to advance its quantum technology capabilities through a proposed partnership with French quantum computing firm Pasqal. During a meeting with Deputy Prime Minister Ho Quoc Dung, Pasqal's Chief Commercial Officer Mark Armstrong outlined plans for collaboration involving joint research into quantum algorithms, development of quantum computers, and specialized training for Vietnamese personnel.
Armstrong emphasized the importance of recruiting local talent and transferring technical expertise, aiming to build a workforce capable of mastering strategic technologies.
“The government encourages international technology companies to work with domestic partners on research and development, workforce training, and innovation.”Ho Quoc Dung, Deputy Prime Minister
Deputy Prime Minister Dung welcomed the initiative, highlighting the Vietnamese government's commitment to fostering international partnerships in science and technology. He called for concrete steps to turn the proposals into actionable plans, with specific commitments on resources and timelines. Dung said the government encourages international technology companies to work with domestic partners on research and development, workforce training, and innovation.
The Politburo's Resolution No. 57-NQ/TW and Prime Ministerial Decision No. 21/2026/QD-TTg prioritize quantum technology as a strategic area for development. Furthermore, the recent elevation of Vietnam's relationship with the European Union to a comprehensive strategic partnership emphasizes the importance of science and technology collaboration.
Pasqal's proposal includes initially providing access to quantum computing via a cloud platform. Armstrong indicated that a system with a capacity of about 140 qubits could be deployed in the first half of 2027, depending on scale and specific implementation conditions. Minister of Science and Technology Vu Hai Quan noted that developing high-performance computing infrastructure is necessary to support research at universities, research institutes, and scientific organisations in Vietnam.

As part of the collaboration, Pasqal is expected to work with FPT on a pilot project to evaluate the performance and practical applications of the quantum computing system. The results of this pilot will inform future cooperative efforts between the two entities.
Pasqal's interest in Vietnam reflects a growing engagement among international technology firms with emerging markets in Southeast Asia, as countries in the region increasingly recognize the potential of quantum technology in various sectors, including artificial intelligence and materials science.
