Laos Strengthens Precious Metals Sector with Key Agreements
Recent agreements between Laos and Hong Kong aim to enhance the country's position in the global precious metals market.

The Honourable Christopher Hui, Secretary for Financial Services and the Treasury of Hong Kong, visited Laos on July 20, where he met with officials from Lao Bullion Bank (LBB) and the Laos-International Precious Metals Refinery (LIPMER). This visit followed the signing of a Memorandum of Understanding (MoU) aimed at enhancing financial cooperation between Laos and Hong Kong.
During his visit to LBB, Hui was briefed on the bank's initiatives to modernize Laos' domestic gold market. This includes the introduction of gold savings services, bullion banking, and precious metals trading, which are essential for connecting Laos to international markets. The discussions also highlighted the bank's efforts to forge partnerships with international financial institutions and market participants, aiming to integrate Laos into the global precious metals ecosystem.

In conjunction with Hui's visit, LBB signed a separate MoU with MKS PAMP (Hong Kong), a prominent player in the precious metals industry. The agreement, attended by Chanthone Sitthixay, CEO of LBB, and Damien Han, Head of Sales for Asia Pacific at MKS PAMP, outlines cooperation in trading, refining, product distribution, and technical knowledge exchange. This agreement is seen as a significant step in linking Laos' market development with international expertise in precious metals.
Officials from both sides noted that this collaboration will enhance Laos' position in the regional precious metals trade, particularly following the establishment of LIPMER, which is crucial for developing the country's domestic refining capacity. The MoU with MKS PAMP allows for further exploration of collaboration with LIPMER, which aims to promote internationally recognized refining standards and increase the value of Lao-produced precious metals. Han stated that the timing of this agreement is critical for fostering financial cooperation between Laos and Hong Kong, allowing both parties to pursue mutual interests in the precious metals sector.
