Indonesia Plans IDR 4,097 Trillion Budget for 2027, Prioritizing Local Development

The Indonesian government has proposed a state budget of IDR 4,097.2 trillion for 2027, marking a 6.6% increase from the previous year. This budget is set to support various national priorities, including education, health, and infrastructure, as outlined by President Prabowo Subianto during a recent presentation to the parliament.

Central to this budget is the allocation for regional transfers, known as Transfer ke Daerah (TKD), which is planned at IDR 735 trillion, a 5.5% increase from the previous year's outlook of IDR 696.9 trillion. This allocation is crucial for financing local government operations and public services, ensuring that regions can effectively meet their fiscal needs.

Menteri Keuangan (Minister of Finance) Purbaya Yudhi Sadewa emphasized that this allocation is separate from disaster reconstruction funds. The government will monitor regional financial conditions closely and adjust the TKD as necessary to address specific local needs. Purbaya indicated that if needed, the government would consider adding to the allocations as it has done in the past.

The total budget for 2027 includes a projected revenue of IDR 3,426 trillion, with tax revenue expected to reach IDR 2,908 trillion. This growth is anticipated to be driven by a projected economic growth rate of 6% and improved tax collection efficiency.

In addition to regional transfers, the budget allocates IDR 820.9 trillion for education, which is in line with the constitutional mandate to allocate at least 20% of the national budget for this sector. This funding will support various initiatives, including the Makan Bergizi Gratis (MBG) program, aimed at improving nutrition among students.

However, the implementation of the MBG program will need to be separated from the education budget following a recent ruling by the Constitutional Court. The court mandated that the funding for this program must not be included in the educational budget to ensure compliance with the constitutional requirement for education funding.

Chairperson of the House of Representatives, Puan Maharani, acknowledged the significant size of the budget but stressed the importance of ensuring that the benefits reach the grassroots level. She noted that the success of the budget should be measured by how well it improves the lives of ordinary citizens.
