Vietnam's ambitious public investment strategy is yielding positive results, particularly in the infrastructure sector, where earnings have seen double-digit growth so far this year. The government's focus on enhancing transportation networks and urban development is proving beneficial for materials and construction companies, reflecting a broader economic trend.

According to the Ministry of Finance (MoF), approximately $9.8 billion has been allocated from the state budget for major transport infrastructure projects, accounting for about 22% of the country's total public investment plan. This includes about $7.93 billion from the central budget and $1.88 billion from local budgets. However, by the end of June, only about $2.37 billion, or 24.2% of the planned disbursement, had been utilized, indicating a slower-than-expected pace of implementation.

Despite the slow disbursement rates, analysts at Mandiri Sekuritas noted that the ongoing projects are essential for Vietnam's economic development. Major railway projects, including the North-South high-speed railway, have faced significant delays, with only 2% of allocated funding disbursed. This slow progress is attributed to challenges such as material shortages, price volatility, and delays in site clearance and land acquisition.

In response to these challenges, the Ministry of Construction (MoC) has proposed reducing the capital allocation for some railway projects by approximately $3.2 billion, reallocating these funds to other pressing infrastructure needs. This move aims to ensure that funds are directed where they are most needed, thereby enhancing the overall efficiency of public spending.

As Vietnam continues to navigate its infrastructure expansion, the government has emphasized the importance of timely and effective disbursement of funds. The MoF reported that disbursement rates for major transport projects, excluding the railway projects, reached 40.8% of the annual plan, which is above the national average.

In addition to transport infrastructure, Vietnam's public spending boom has also positively impacted the steel industry, with the country's top steelmaker reporting a doubling of its net profit in the first half of the year. This growth is directly linked to the increased demand for construction materials driven by ongoing infrastructure projects.

Vietnam's commitment to infrastructure development is underscored by its target of attracting $1.5 trillion in global investment over the next decade, as reported by InsideASEAN. This ambitious goal reflects the government's recognition of infrastructure as a critical driver of economic growth and competitiveness.
