Vietnam's Durian Export Scandal: Deputy Minister Charged with Bribery

The Vietnamese police have charged Deputy Minister Le Quoc Trung and several other officials in a significant bribery scandal involving the export of durians to China. This case is part of a broader investigation into corruption within the agricultural sector, particularly concerning the issuance of fraudulent testing certificates and cultivation area codes, which have reportedly led to substantial illicit gains.

According to the Investigation Police Agency's Department for Investigating Corruption, Economic and Smuggling Crimes, Trung and Nguyen Quang Hieu, deputy director of the Department of Crop Production and Plant Protection, allegedly abused their positions to issue unlawful policies that favored certain individuals and organizations. The police stated that the alleged misconduct caused serious damage to the legitimate rights and interests of durian growers and exporting businesses, resulting in significant losses to the State budget and undermining the reputation of Vietnam's agricultural sector.

In addition to Trung, authorities have also prosecuted and detained Nguyen Thi Ha, head of the Regional Plant Quarantine Division No. 7, and Be Thi Thu Hien, head of the Huu Nghi-Lang Son Plant Quarantine Station, on charges of forgery in office. The police are continuing to expand their inquiry to clarify the involvement of other individuals and organizations linked to the case.

The Ministry of Public Security has committed to pursuing legal action and recovering state assets associated with the alleged corruption. Earlier this week, the Secretariat of the Communist Party of Vietnam Central Committee expelled Trung from the Party due to his violations.

This scandal comes at a time when Vietnam's durian exports are under scrutiny, particularly as the country seeks to strengthen its position in the lucrative Chinese market. The integrity of certification processes has been called into question, following previous scandals that have eroded trust in agricultural exports, including a recent diamond smuggling incident that raised similar concerns about the certification system.

As Vietnam continues to navigate these challenges, the government must address the underlying issues of corruption and restore confidence among growers and exporters to ensure the sustainability of its agricultural sector.
