AVS is a cluster of the National Parks Board (NParks), a statutory board under the Ministry of National Development, indicating it is a government agency and state-owned. AVS develops and enforces animal welfare standards, including codes of animal welfare for dog trainers and pet groomers, and manages frameworks such as the Cat Management Framework.

AVS operates under the National Parks Board and is responsible for animal and veterinary policy, community animal management, veterinary health, wildlife management, and industry standards and regulation.
