World Bank's ICSID Opens First Overseas Office in Singapore
The International Centre for Settlement of Investment Disputes aims to enhance investment dispute resolution in Asia.

SINGAPORE – The World Bank Group has officially launched the first overseas office of its International Centre for Settlement of Investment Disputes (ICSID) in Singapore. The office was inaugurated on August 26, 2026, by Minister for Law and Second Minister for Home Affairs Edwin Tong and ICSID Secretary-General Martina Polasek.
Located at 10 Marina Boulevard, the ICSID Singapore office will serve as a regional hub, providing support to parties involved in investment disputes, engaging with governments and legal practitioners, and helping to prevent and resolve complex disputes. According to the Ministry of Law, the establishment of this office is a response to the increasing demand for investment dispute settlement services, with ICSID reporting that 1,085 arbitration and conciliation cases had been registered under the ICSID Convention and Additional Facility Rules as of 2025.

Minister Tong highlighted the growing uncertainty in international trade and investment, stating that in today’s geopolitical environment, investors and states alike are operating with much less certainty than before. He emphasized that credible and neutral multilateral institutions for resolving investment disputes, like ICSID, are more important than ever. He also noted that the geographical proximity of the ICSID office will enhance its understanding of regional dynamics, allowing it to better address the needs of governments and investors.
ICSID has been a key player in providing a neutral forum for resolving disputes between foreign investors and governments since its establishment in 1966. The Singapore office will be led by Chief Counsel Frauke Nitschke and Senior Legal Counsel Jon Chevry, alongside other legal experts. This initiative is expected to strengthen Singapore’s position as a hub for international dispute resolution, as it now houses offices for all five World Bank Group institutions.

Polasek stated that the opening of the Singapore office is a signal of confidence in Singapore and the region, and in the central role that fair and effective dispute resolution plays in building the investment climates the world needs. The office will also focus on capacity building and training, collaborating closely with local and regional stakeholders to enhance investment dispute management.
Singapore has been a contracting state to the ICSID Convention since October 1968, and its long-standing commitment to international arbitration is reflected in its efforts to attract foreign investment through reliable dispute resolution mechanisms. The establishment of the ICSID office aligns with Singapore’s broader strategy to bolster its role in the global investment landscape.
