PT ASDP Indonesia Ferry (Persero) is exploring the potential for a new international ferry route connecting Dumai, Indonesia, and Melaka, Malaysia. This initiative was formalized with the signing of a Memorandum of Understanding (MoU) between ASDP and Parameswara Ferry Terminal on October 15, 2026, at ASDP's headquarters in Jakarta.

The signing ceremony was attended by several dignitaries, including Indonesia's Ambassador to Malaysia, H.E. Raden Dato' Mohammad Iman Hascarya Kusumo, and various officials from both ASDP and Parameswara Ferry Terminal. ASDP's Director of Operations and Transformation, Rio Lasse, emphasized that this exploration is part of the company's broader strategy to enhance international ferry connectivity through well-planned and research-based approaches.

Rio stated, "This MoU marks the initial step for ASDP and Parameswara Ferry Terminal to evaluate the Dumai-Melaka route comprehensively. We want to ensure that every opportunity for connectivity development is backed by objective studies, covering market potential, operational readiness, and compliance with regulations in both countries." This collaborative effort aims to conduct a thorough business study, including market demand projections, passenger traffic forecasts, technical and operational aspects, and the readiness of port infrastructure.

The MoU facilitates the exchange of data and information between the two parties, supporting market studies and evaluating the operational readiness of ferry services. The assessment will also consider legal, regulatory, and cross-border licensing aspects, as well as financial feasibility, including investment needs, operational costs, and revenue projections.

Rio further explained that the study's outcomes will determine whether the Dumai-Melaka route is viable for further development. The decision to proceed with the ferry service will depend on factors such as infrastructure readiness, market demand, and potential profitability.

“This collaboration opens up opportunities for both parties to combine experiences and capabilities in identifying challenges.”Rio Lasse, Director of Operations and Transformation, ASDP

Additionally, the development of this international route will require coordination with relevant authorities in both Indonesia and Malaysia to identify necessary licensing requirements and operational guidelines. Such collaboration among stakeholders is crucial to ensure that all development plans align with applicable regulations.

ASDP has indicated that this MoU serves as an initial framework for conducting the business study and does not yet commit to launching the route or making investments. The results of the study will guide both parties in considering the next steps for route development.

Through the exploration of the Dumai-Melaka route, ASDP aims to enhance maritime connectivity, improve accessibility, and strengthen economic ties between Indonesia and Malaysia. This initiative aligns with ASDP's role in developing integrated ferry services and ports to support community mobility and sustainable regional connectivity.
